Question is the title. I have an American billing address but a Japanese phone and the stupid sign up form for the apple store won’t let me use my number with it because “the phone number area code must be a 3 digit number. The phone number must be a 7 digit number.”
Hello royalvalleyowl and welcome to Apple Support Communities. It appears you are having some difficulty using a US-based payment method with an Apple ID based in Japan.
Change your Apple ID country or region
If you take a look at that article, you'll see there are limitations to changing/setting a region for your Apple ID and amongst these is that the billing address for the payment method must match the region the Apple ID and iTunes Store account is set to.
