I used to be able to take an ECG with my apple watch 4. Now it wants me to set it up but I follow the instructions and get nowhere. When I try to re-install the ECG app, it won't let me click on it.

Try this;
On your phone go to: Settings/General/Reset/Reset All Settings.
This will erase your settings (without losing any data) and will allow you to re-setup the health app and re-enable the ecg app.

ECG is not available in all regions. Where are you in the world now? Where did you first setup ECG? Where was the Watch purchased? You need to be in a supported country or region to activate the setup.

When I click on the ECG app on my iphone4, I get the message "To set up the ECG, openthe Health app on your Iphone." When I do that, I get no message to set up the ECG app. I tried to re-install the ECG app, but it won't let me click on it.
