I have a new iPhone 11 and voice and data is set to 4G but it is showing 3G at the top of the phone?... tried resetting network settings, a new SIM card, force reboot... updated to iOS 14.3 - none seem to work (4G was working fine on my iPhone 8) any ideas ?

This usually means that you do not have a 4G connection in your current location. However, if you were getting 4G in that location on your previous iPhone I suggest you contact you Carrier as the problem is most likely on their end.
