What spam filter would cause all calls to be silenced except those in address book?

Turn off iPhone spam filter Most of my incoming calls are sent directly to voicemail, without the phone ever ringing. This happens with unknown, callers, and contacts. Some contact go through OK, and others not. I have turned off every possible blocker, including "silence, unknown callers." Spam calls I don’t understand how the caller ID can label a call as spam or telemarketing and not have an option to refuse those calls. Even if I have the silence unknown incoming calls option turned on. I still don’t want voicemail messages from these places and I don’t wanna see missed calls from them either. This is my request to Apple to make a feature to reject these calls and block the incoming callers. At this point my current blocked calls list is over 200 numbers.

Silence unknown texters? Is there a way to silence the text messages from unknown numbers? I use the "Silence unknown callers" feature regularly. However, the spammers are making it through on the text messages. I even pay for a subscription from AT&T to filter them and I have a tool from work that filters them, but I still get notified.
