URGE Apple to Allow Disabled Horizontal Scrolling

With horizontal scrolling, especially with it forcefully used when you hold shift, system wide, it is impossible IN ALL instances to hold shift and vertically scroll. Why would Apple force its users to horizontally scroll while shifting, pardon me, deny its users the opportunity to both shift and vertically scroll at the same time? This means that any app, period, ever, period that uses shift and vertical scroll at the same time CANNOT be properly used.

My question is this: why does Mac force its control on its users this way? Catalina 10.15.7, and we are still forced to use this feature which should have been configurable command a long time ago! And, is there a way to turn this horrible feature off?

Further, I ask, is there a way to turn off button 2 clicking while holding CONTROL and button 1 clicking?
