iCloud storage failed upload

Question

Recently purchased extra space in I-cloud to manage my storage. But it stay 1% uploading photos and it is not moving any progress. What should i do?

Is the device plugged in to power, connected to WiFi, and locked?

Yes update all done but I still cannot watch nba games either live stream or replay games.

Also it can’t run 100% and it stays at 30% upload photos
