I have the same problem.. i sent an E-mail to apple and they replied in 10 mins. They told me what was the problem and how to fix this problem. If it says that its declined for all your credit cards try redeem code. I wish it helped
Hey guys i am having the same problem for the last 2 months and now its getting over my nerves.. i havent used the app store before, i made my account the time i bought this mac from apple store singapore.
Now i want to update to mountain lion, when i signed in it said that your account is never been used before so 'REVIEW IT'.. When i started reviewing it, it asked me to fill in my card details.. every time i put my card details it says that the payment method is declined. I am using MASTERCARD DEBIT CARD..
CAN ANY1 plz help ??
I have been trying to resolve this for a number of days, finaly resoloved this it was my Area code that was wrong. 🙂

It could be Your telephone number (I'm from Poland, and we have +48 prefix here - I wrote 048, then my number and it works).

This is happening with me now, apparently i owe money. I tried my bank details, didnt work, tried my mums bank card, didnt work, tried my boyfriends, didnt work. What the **** is that all about? Seriously, get it fixed apple, morons.

Hi, I also have similar problem, previously all's going well until few days ago when I tried to purchase from appstore.
I checked with my card issuer bank & nothing's wrong, I can make normal payment using my cc even online purchasing on Am*zon etc.
I contacted apple support, but their response & suggestion still cannot resolve the problem.
It seems the problem is on appstore & iTunes billing system.
Honestly, I already gave up with this crap & start to think that jailbreaking is the only solution.
I changed my iTunes payment to Mastercard and it works! A dispute with VISA, perhaps?
Honestly, their server might be crap, and Apple might seem to hate us honest paying customers. But jailbreaking? I still think the developers deserved our support. But I digress.

Craps... Apple is now a crap, full of ****. I'm thinking of jailbreaking all my apple products. this is some kind of ****, they just email you meaningless directions. I've purchased many apps from itunes since 4 years ago, and now apple really gives me ****. i cant purchase my favorite magz from indonesian apps, and now i have to buy the real magz.

I changed the payment method to master and it appears " pls review your billing information and approve it for use in the iTunes store". I can only download free aps when i change the payment method into NONE. OMG it's so frustrating!
So after more than six months, I finally got this piece of ish to work. One would think that apple would want to solve this problem as its only costing them money. Hello is anyone listening... Maybe anyone beyond the grave ? Just another sure demonstration that this is not the same apple.
Basically I went online and signed into my bank account and cut and paste all the information, verbatim, into apples query form. If you read the pattern of solutions, you will find that once users changed a piece of info, the system miraculously accepted however the problem is that you never know what will do the trick. So I figured that if this didn't work then it was time for me to say 'bye bye bye'. Luckily it did - this time.
