I have been having this trouble since at least 2011/2012. It got worse over the years from allowing free apps to nothing. It even stopped me from signing in at some point.. as it requires verification. I have not changed address or post code. I have been using my mother's account for free apps for years. I have no idea what to do about it. I have tried making new accounts, all declined. (Visa debit)
I got my new updated credit card just a few days ago, it rejects that even though it is now a MasterCard debit card. Double checked numbers, details Whole new numbers. I feel so annoyed by it.

Which is it, a credit card or a debit card ? If a debit card that might be why, not all seem to still be accepted.
debit. Weirdly, using my details on my mother's account doesn't work either. This is a long going problem for at least 4 years. Not a big deal as I can still use her account for free apps but I can't download paid content. Last time was about 5 years ago. Been ignoring it but it bugs me because there is some in-app content I want to purchase for some study right now....
That might be why it's not being accepted, there have been a fair number of posts about debit cards not working with iTunes.
The name and address on your iTunes account matches (including format, spacing, layout and any abbreviations used e.g. 'St' instead of Street) as on the cards statements ?

weirdly I can now access my account. I went here. https://appleid.apple.com/account/manage on my original itunes account
Just put in my payment info. Now it let me log in and download some free things? works? Haven't tried paid items. The download for the free item came up with "previous problem woth billing purchase" though..but still worked. Maybe this will work for others
What if you can't click none ? Like there isn't anyone button
When are you looking for the 'none' option on the payment details screen ? You won't get it when trying to download something, nor will you get it if you are a family organiser in family sharing or if you owe iTunes money (or, depending upon how you created it, if it's a new account and this is the first time using it)

i was enter my new debit card..but its still decline..please do something
Obviously fellow users on these user-to-user forums can't get your card to be accepted. The card's registered name and address matches, exactly, the name and address on your iTunes account ? And it was issued by a bank in the country where you are, and which is therefore the country on your iTunes account ? Do you have a different card, preferably a credit card, that you could try ?

Did you try contacting iTunes Support yet? Because if you haven't then you have no one but yourself to blame. Profanity and insults are not needed....
