More photos and fewer videos on my iPhone than iCloud and Mac

Both my iCloud in browser and my Mac are in sync with photos and videos. But my iPhone is off with 15 additional photos and 15 fewer videos.

iCloud/Mac: 30,030 photos, 1,415 videos

iPhone: 30, 045 photos, 1,400 videos.

When I take a photo or video on my iPhone, it shows up and adds to the count on iCloud/Mac, but the same discrepancy margin remains.

What I've tired so far:

  • closing, re-opening Photos app on iPhone
  • Turning off/on iPhone
  • Turning off iCloud sync on iPhone, turning it back on (after this, it took a day or so to get back to the same count as before. So... same problem)

It's interesting the iPhone is "wrong" by 15 items on both photos and videos. It's almost as if it's somehow counting 15 video files as photos somehow. But I have no idea which items are the problem, and it's not immediately apparent by looking at the media types.

Any ideas how to make my iPhone photos/videos count match what's on my iCloud and Mac?

iPhone 11 Pro, iOS 14
