Mobile Data update failed.

Getting this issue since 14.x update on my iPhone 7. There is no carrier update pending and the OS is latest 14.3. Can’t seem to get around this bug. Restart very rarely fixes it momentarily before it crashes again and reboots. This version of OS is very buggy. Tried all suggestions to reboot, soft reboot, hard reboot, airplane mode, reinsert SIM card. No luck.
