iCloud is not backing up new contacts

I've added a few contacts to my iPhone 7 this past month, but none of them have shown up in iCloud. Most of my contacts are in the cloud, and when I used the "Restore" feature it changed nothing. My phone is indeed setup to synchronize contacts but it doesn't seem to do anything. Things like photos work just fine though.

I can't get my contacts on my phone to appear in my icloud when I back up but my photos do back up. Contacts that show on my phone do not back up to the icloud. They are stored on exchange, feels like I am missing one setting or button, but I am stumped.
