text messages aren’t showing up

hi, i don’t know if this will make sense, but whenever my friend texts me, the blue dot notification doesn’t show up by her name, and i get no notification pop up in the notification center. it has been like this for months, and i also got a new phone and it didn’t fix the problem. i tried changing up the notification settings, my friends contact settings, and i googled my question many times and i have not been able to fix it. also, my read receipts are on for her, and she said she can not see them. it is only for my friends contact though, it doesn’t do that for anyone else. can you help me fix the problem?
