I am trying to free up space. The previous questions were from 2015 and 2016. Now is there any downside to deleting iPhotos library after migration to Photos? Are videos lost? Do you have any other information regarding cleaning up Photos other than deleting individual pictures?

Nothing you can see in photos will be lost if you delete the old library (if you are certain you have migrated it).
As always, when making bulk changes to your system, make sure you have an up to date backup first.
