iPhone Xs stuck in SOS after hard reset

My iPhone Xs is still stuck in SOS mode after countless hard resets.


Basic functionality of the iPhone is unaffected but no connection to mobile network for voice, messages, data.


Over the last two days have read and attempted all the suggested solutions (on this group and others) to solve this. except for a complete erase and reset to factory settings. That seems to be the only course of action remaining.


In Settings>General>Reset Settings have been reset with no media or data loss.

Emergency SOS "Call with Side Button" and "Auto Call" are turned off in settings.

Carrier settings are set to Automatic

Subsequent hard resets do not succeed in restoring connection to local mobile networks.


The iPhone does connect to Wifi networks.


Any additional suggestions to get out of SOS mode when hard reset does not succeed?
