How can I add a new contact in FaceTime On my iPad when the icon is grayed out

We noted you're having issues with adding a new contact, so that you may start a FaceTime call with them. We'd be happy to help out with getting that accomplished.
Are you attempting to add them via the '+' button in the FaceTime app itself? If so, you may alternatively try using the Contacts app to add them here. Then, try starting the call from the Contacts app. This page can help with steps for this: Use FaceTime with your iPhone, iPad, or iPod touch
While you should be able to use the FaceTime app itself to start the call, we want to see if we can start the call in any of the available steps. Do you have any kind of profiles (Settings > General > Profiles) or Screen Time (Settings > Screen Time) enabled?
