Airpods pro max not connecting while holding noise cancel button

If I take out the headphones from its case or press the noise cancel button once, my ipad mini shows a small window for connecting the Airpods Pro Max.

When I press "connect", then it asks me to press and hold the noise cancel button.

However, no matter how and how long I press and hold the noise cancel button, it doesn't proceed past that popup window.

Resolved by turning off my Windows machine's bluetooth dongle. I guess it interfered.
