Approval of Apps for my child

Hi, my daughter has a new iphone this morning and i've been trying to add watsapp and various things to her phone. It's saying it needs to be sent to a parent for approval and to click Ask. We clicked Ask but I have no email or text to approve anything for her???

this is so frustrating!

I am the only parent on the family sharing and my email and phone number is correct...where is the approval going to??????
