Can't view iCloud photos = Can't clear iCloud space

When I try to access photos in iCloud, it says "iCould could not load library" which means I can't clear my iCloud which isn't good because my iCloud is full

iPhone 12 mini, iOS 14

Looks like there's a current issue - Apple - Support - System Status.
