Can't view iCloud photos = Can't clear iCloud space

When I try to access photos in iCloud, it says "iCould could not load library" which means I can't clear my iCloud which isn't good because my iCloud is full

Can't access icloud photos. Everything is set up. I know there's a lot of stuff there because it tells me "Your iCloud storage is almost full." And I see an image on the screen of some of the photos. Looks like there's a current issue - Apple - Support - System Status.
