Mail not syncing across devices

I can't seem to get email to sync between my MacBook Air, iPhone, and iCloud web mail.

Try figuring out which devices/locations are syncing correctly and go from there - does the Inbox in iCloud web mail look the same as the inbox on your iPhone? If so, the problem might be with your Mac. If the Mac and iCloud.com show the same data, there may be a problem with the iPhone.

Are you able to send and receive email okay in all locations? That is also an indicator of which device is the problem.

Make sure the account in Mail on your Mac is configured as an IMAP account.

The account in Mail on my Mac is my iCloud mail, and I don't see a way to configure it differently.

I just noticed that I can send from my other devices and the sent mail appears in my Mac's mail app, and I also see that read messages also appear read on my Mac mail app when I read them on other devices. So it's definitely the Mac's mail app, when it is the source of originating a message or reading a message, that is not syncing to the other devices.

The mail in iCloud on the web and the mail app on my iPhone are in sync, but the mail app on my MacBook is out of sync. If I send a message using the MacBook mail app, it does not appear in my sent folders elsewhere. If I read/delete a message on my MacBook, it doesn't show as read/deleted elsewhere. Clearly the problem is with the mail app on my MacBook. I've tried everything I could think of or find on the internet, but nothing is working.
