Error generating push notification certificate in OS Server 5.11

I either get "an unexpected error (-20358) has occurred" or "error getting push certificate"when I try to generate the APN certificate. I am following the instructions and noticed that Apple suggests that the Apple ID used to configure the services should not be a personal one. Is that a requirement ? I want to have os server at home.

Mac mini, macOS 11.0

The issue seems to has been solved, I've been able today to both create and renew old APN certificates. (BigSur and Server 5.11)
