I’ve been having this issue for about a week and a half now. About 20 minutes ago, I go a blast of notifications one after the other from all kinds of apps. If you ask my opinion, I think this has been an Apple push notification all this time and Apple finally just fixed it server side. That would explain why it affected different model phones and versions of iOS 14 along with so many apps. Every is working for me now and hopefully will stay that way.

Me too. After updated ios 14.3 i cant received notofication from whatsapp. Always need to open apps and refresh. May i know yyyy???
