can not turn on Icloud drive & iphone 11 will no longer back up

I share icloud id with my husband (not a good idea i know but its been this way for 15+ years)

Iphone 11 stopped backing up in 11/20 prior to that it worked perfectly

Unable to turn on iCloud storage on phone

unable to load storage info and when I hit "manage storage" it just spins and then nothing

unable to turn on keychain but "icloud back up" is on

I have purchased 2 tb of additional storage

Any help would be greatly appreciated
