Hi there I just set up my series 6 Apple Watch. It is not letting me set up Cardio fitness levels with the message under Unavailable: Cardio Fitness Levels are not available on your Apple Watch. Please help. I have iphone XR and series 6 watch.
We talked to Apple support today and they suggested that we unpair the iPhone from the Apple Watch, and then pair again. We did that, and restarted the iPhone and everything is working fine now. Seems to be more of a glitchy thing than an explainable problem.

Cardio fitness is part of ios14.3 and it has to be set up in the health app on the phone.
Cardio Fitness Levels are not available on your Apple Watch
