Hi there .... I recently purchase a iPhone
6s from a lost property auction site.
it looks like the phone has been set up with a security system as I’m not able to enter my Apple ID to start using the phone. What can I do to reset it ... or is only good for spare parts ?

You have run into the Activation Lock which is a security measure. There is nothing that you will be able to do to circumvent the Activation Lock without the Apple ID and Password of the original owner. That iPhone is useless to you.

Without the owner's authorisation (Apple ID & password), no thief or anyone including you can re-use the devic

You have to find out where you bought it from yourself.
Apple do not give out info to anyone.
