I'd like to prevent Siri from monitoring everything I do on the computer. The best solution would be to delete it, but Apple apparently prevents end users from deleting certain apps, even if they are undesired. I've already told it stop taking data from any other apps. Theoretically, it's now turned off, but I'm sceptical it's really turned off. Any ideas?

Also the software is doing the "Hey Siri" detection local. It does not send anything to Apple Siri servers unless you speak the trigger phrase.
Disabling the "Hey Siri" trigger will stop even the local detection.
So unless you go around speaking Siri's name a lot, nothing is going to go to Apple.

You can't delete Siri. But if you go to System Preferences > Siri > and ensure Enable Ask Siri is off, Siri won't be listening to you.
You'd have to manually run Siri for it to listen to a single request.

Here in the UK 🇬🇧, Siri was listening to an MP speaking in the House of Commons and heckled him!
Which means the MP said something that caused the Mac, iPhone, Apple Watch to think the "trigger" phrase was spoken. It did not listen and send things to Apple Siri servers and decide to enter into a political debate.
False triggers can happen. Computers are far from perfect. For that matter, someone sitting nearby could have said something that caused Siri to trigger.
I am just saying that without the trigger phrase (or something that the device things is the trigger phrase), nothing is being sent to Apple Siri servers.
NOTE: I have Siri disabled on my Mac. I have speak to trigger disabled on my iPhone. But I do have Raise to speak and "Hey Siri" enabled on my Apple Watch. Once in awhile, I will raise my Apple Watch and it will hear something it thinks is "Hey Siri" and attempt to answer a question. But since I am not in Parliament, this is not a news (or humorous) worthy story for the Guardian.

Yes - a longer clip shows he was talking about Siria! So Siri thought she had been summoned!
