Getting Past Screen time password to do full reset

son got a new iphone 11 and we signed him out of his old 8 but it wants a screen time password to reset and nothing we put in works and no prompt to reset it. tried on the family organizer's phone too with no luck. how do we reset and wipe the old phone without the screen time password?

Sign him into the old phone also (you can be signed into more than one device with the same ID)

tried that already and unfortunately it didn't work. since my son is signed into the new phone, it locks the screen time on the new phone versus the old phone that he signed out of.
