Apps "stuck" in the iCloud

I'm still using a 5-year-old 6 Plus.

About one third of the apps installed on this phone are "stuck" in the Cloud. These are all apps which have functioned properly until recently. Now they have cloud icon next to their respective buttons on the home screen, and when I try to open any of them they go into waiting and then loading mode but they never open.

Does this device have enough storage space on it, or have the latest iOS?
