iCloud photo retrieval

My iPhone 7 stopped working (genius bar said it won’t turn on) so I had to buy a new phone. I had a lot of pictures on old phone (7) that weren’t saved to iCloud because of not having enough storage. If I buy more storage on iCloud is there any way to retrieve those old photos that haven’t been uploaded to cloud yet?

iPhone Photos keep re-appearing after deleting Hello, My iphone storage is full and I try to free space with deleting videos and photos but iphone immediately return them back or they are restored after several days. I’ve tried with turning off Icloud photos but that didn’t help. Now i can not free space, but I would like to. Could someone know any solution for that? [Re-Titled by Moderator]

Unfortunately no because the iPhone 7 is nonoperational.
