Apps stuck on "Loading..."

My wife has been using an older iPad Pro 10.5”. She just got an iPad (standard) 8th generation. The transfer of the new iPad from the old one seems to have worked. All the apps that were on the old one are on the new one, but they’re all “Loading...” They all progressed to a little more than half way, based on the little shaded progress circle that appears on each app’s icon. But they all stopped there. None of them have progressed past that point. I have turned the new iPad off and on, and even tried a hard reset. Is it common for the progress to just stop at certain points?

We understand that there are apps that haven't fully downloaded, showing "Loading....," on your wife's new iPad. You may need to pause and resume the downloads as seen in the information below from this article: If you can’t download or update apps on your iPhone or other Apple device


"Pause and restart the app download 

When you firmly press the app from the Home screen, you might see options to Resume Download, Pause Download, or Cancel Download. If the app download is paused, tap Resume Download. If it's stuck, tap Pause Download, then firmly press the app again and tap Resume Download."
