How do I set up or correct a problem with setting a footnote after the first part-paragraph that places a succeeding number from previous page after the quoted text, but places a #1 at the bottom of the page?

Sounds, from your description, more like a programming error than a user-correctable issue.
Use the Provide Numbers Feedback meu item in the Numbers menu to send a Bug report to Apple. The report form will ask you to describe the issue and to describe how to repeat it,

Barry, Thank you for your reply. I am unclear how to submit my problem to Apple. I don't understand how or why I would the Numbers app to send a Bug report to Apple on a problem wth the Pages App. If so, where in the Numbers app do find the Bug report?
Barry, Thanks for your follow-up information. I have submitted a request and await help. In filling out the form, I saw that there may be new editions of Pages since 10.1, including 10.3, might have a fix. However, in going into the Apple Store, it only gave me the option of opening the 10.1 that I have. Thanks again. Leon
