Why cant I use my apple ID balance that I loaded onto my device with a gift card for itunes purchases?

My son received an Apple gift card for Christmas for $25. His apple ID reflects the $25, but when he tries to purchase an App or song off of Itunes, he gets asked for a credit card. He is 13 and has no credit card. Shouldn't the balance on his Apple ID allow him to purchase an app or a song?

It simply tells him he has no payment options. I have tried adding my debit card which only bills my debit card and not his apple cash. Gift card balance shows up on account but can’t use it to purchase game i got my son a gift card for his new iPad so he can buy a few games. The gift card balance does show up in his account but when I try to purchase the game for him it won’t use the gift card money but instead prompts me to enter credit card info or PP

Can’t use iTunes credit I got my son an iTunes voucher for his iPad which I redeemed and it says his balance is £15, but when he comes to purchase anything it takes you to a payments option in which my options are Apple ID ( balance £15.00) or credit/ debit card, I click on Apple ID but it just comes up to redeem or add funds? I don’t need to do either as there is already credit there? As it’s a child’s account he needs me to approve all purchases (even free games) but I’m not even getting a notification to approve 🤔
