Photo on iCloud

Hello, after flashing the iPhone because the operating system failed, all photos were deleted from the phone, iCloud shows that the memory is filled with photos, but they are not uploaded to the phone from there.

what to do about it?

I had several tens of thousands of photos none of them loaded, What I have seysas on my phone is new photos

iCloud iCloud deleted over 20,000 photos from my phone and the rest are saying there was error loading this photo when trying to open. Why did this happens and Is there a way I can recover the photos???

It would appear from the screenshot that the photos from the device didn't upload or sync with iCloud due to a lack of iCloud storage space.
