Do I need to setup my new iPhone on iCloud?

My iPhone says I haven’t reviewed my iTunes Store and it keeps repeating the message when I try to load an App on my phone. Do I need to set my phone on the cloud first?

I think that message refers to your payment method. Check to make sure that your payment method is up to days. Make sure your billing address in s correct, check the card expiration date and the 3 digit security code.
