iCloud drive max storage

I use 2TB iCloud plan and want to store all my photos in iCloud. Before I do the transfer of my folders to iCloud Drive I noticed the cap of 100GB for my users iCloud Drive. Is this limit set to me as family member, becouse we use that to backup iPhones for years with the 200GB plan. My question is, how do I set up iCloud Drive to store my photos. I use Windows and Mac so Photos is no long term solution for me.
