Why does my desktop picture disappear from my digital monitor?

I have a digital monitor attached to my MacBook running MacOS Catalina. Often (but not always) when I start the Mac, my chosen desktop picture for the computer appears, but the one I chose for the monitor is replaced by the default Catalina picture (I guess it's Catalina Island). The machine seems to have completely forgotten my setting. Why does this happen and can I stop it?

I get that too at times with the two monitors connected to my mac mini by a hdmi to dvi dongle and a thunderbolt to dvi dongle

I suppose it's a bug, and I would guess it at times does not fully recognize the monitor and view it as a new monitor, and in that process does not view the custom set wallpaper being related to the monitor.
