If I will upgrade to 2tb for 9.99 a mo and will decide to cancel will I be able to access my photos after?
If syncing photos with iCloud, ensure Optimization is turned off in Settings/Your Name/iCloud/Photos and/or in Photos/Preferences/iCloud. Then make sure full resolution photos are on the device/computer. That should allow you to keep the photos on the device/computer if you downgrade.
