We upgraded the phone for ****@ icloud.com. I asked my son to sign off his old phone and remove his personal information from the phone. He deleted his contacts and photos can the information be restored and can his iCloud information be removed from the iPhone 6 that he had

If the contacts and photos were in iCloud and subsequently deleted, then those actions are permanent. If they weren't stored in iCloud and a backup was made, then he can perhaps restore from a backup.
