I need to install an app for university programs and the requirements are: Microsoft .NET Framework 4.5.2 (x86 and x64).
Can I download this on my mac pro?

You don't say what model/year Mac but with a non M1 Mac you can install Windows natively using Boot Camp Assistant, Boot Camp - Official Apple Support, or in a virtual machine using Parallels, Fusion or VirtualBox.
Those sound like the low-level requirements for Microsoft Windows. Those should not be needed on your premium quality Macintosh computer which already has excellent built-in networking.

Hi, I got in touch with the university and I need to download the VirtualBox programme. I tried but installation failed.
I'll give it a go later today. My Mac Pro is mid 2015 production.

You only need the complexity of VirtualBox if you wish to run Windows and MacOS concurrently.
If you only need to boot up each in turn, you can just use Bootcamp Assistant to install Windows as an alternate Operating System.
