It can be either hardware or software. How to do a differential diagnosis:
- Go to Settings/General/About, and look at Modem Firmware. If there is a value in the field most likely it is a hardware problem.
- If there is no value in the field the baseband (modem firmware) has been corrupted; you need to back up the phone, then restore it to factory settings using iTunes (Finder on a Mac with OS version 10.15 or later), then restore the backup.
