iCloud unable to load storage info or photos

So my iPhone 8 Plus wouldn’t turn on and so I had to completely restore the phone. However when I chose backup from iCloud none of the apps would load properly and none of my photos pulled through. iCloud is saying “unable to load storage info” when I click manage storage it just times out.

none of my iCloud pics are on my phone.

I restored it twice more with the same outcome. I also left it for a good few hours to give it a chance but to no avail
