How to allow untrusted shortcuts?

I want to allow untrusted shortcuts on my phone but it isn’t allowing me to do so. I ran multiple shortcuts to enable it but it is still not working.

iPhone 8 Plus, iOS 14

Allow untrusted shortcuts

  1. Open the Shortcuts app and run any shortcut.
  2. Go to Settings > Shortcuts.
  3. Turn on Allow Untrusted Shortcuts. You won’t see this setting until you run a shortcut first.
