how to enable both iPhones to use same iCloud account to access shared safari keychain

How can my spouse and I access the same iCloud Keychain? We have separate Apple ID's on our iPhones. We currently backup both devices in iCloud.

Apple doesn’t currently offer the sharing of iCloud Keychain. If this is something you’re looking for, you may wish to look at third-party platforms that do offer this option, e.g. 1Password or LastPass.

We’ve been using Keeper for nearly a year which allows sharing. Using a third party application is cumbersome and not ideal.

It seems odd that apple iCloud can back up our multiple devices in the Cloud, yet hasn’t enabled our devices to share the Safari Keychain. I’m hoping to find a solution.
