I’ve recently started using Apple Watch se.. initially I got badges for “first” new workout but for 2 new workouts I have not gotten the badges.

both my iPhone and watch are updated to latest software.

Apple Watch SE, watchOS 7

That's correct,you don't get a badge for the first of everything.

so I got badge for my first functional training workout and my first yoga workout.. but no ‘first workout’ badge for cardio or dance workout.

You don't get a badge for EVERY workout only when it is a new achievement such as "longest move streak" or "7 workout in a week".
