Setting up iPad

in setting up my iPad I have to choose Backup but it won’t allow me to choose one as it says No iCloud backups are compatible with the version of iOS (9.3.5) on this iPad, please help,

iPad mini, iOS 9

The destination device must run an equal or later iOS version than the one that was used to create that backup.

A backup cannot be restored to a device with an earlier version of iOS than created the backup.

As such, the device to which a backup is restored must have an installed version of iOS/iPadOS that is the same, or newer than, the version of iOS that created the iCloud/iTunes backup.
