Trying to set up my iPad but when I get to choose backup, it say no iCloud are compatible with the version of iOS 9.3.5 on this iPad. I don’t have a Mac or PC

When I get to chose a backup an I pick ICloud because I don’t have a Mac or PC it said no iCloud backup Are campatible with this version of iOS 9.3.5 on this ipad
