Trying to set up my iPad but when I get to choose backup, it say no iCloud are compatible with the version of iOS 9.3.5 on this iPad. I don’t have a Mac or PC

An iCloud backup can only be restored to a device that has the same or later installed version of iOS than the device that created the backup.
Put another way, an iCloud backup created by a device that has iOS10 or later cannot be restored to your iPad2 (with iOS 9.3.5 installed).

When I get to chose a backup an I pick ICloud because I don’t have a Mac or PC it said no iCloud backup Are campatible with this version of iOS 9.3.5 on this ipad
