iPhone and intercom

I have the three phones setup and invited.

can I send an intercom message from one of these iPhones to another iPhone. My iPhone takes the message but nothing shows up in the other iPhones when I send to everyone.

does it only send back and forth to the Homepods only?

all phones and Homepods are up to date on firmware.
