Mail.app SyncedRules.plist in iCloud drive always overrides local changes.

How can I erase what was in iCloud drive so that after making my changes and reenabling iCloud Drive->Mail it will trust my local changes instead of just completely overwriting them with whatever's on iCloud Drive?
