App keeps reappearing on my home screen after restarting on my iphone 6 and I am unable to delete it under storage

I deleted Instagram on accident and when i try to go to the app stall to reinstall it, it shows there open. When i press open, my screen blanks out for a while and returns to home screen. Everyone time I restart my phone, the Instagram icon becomes white and I do not know what to do.

Thanks for reaching out to Apple Support Communities. We understand that you're having some issues removing an app. We're happy to provide some assistance.

Go to Settings > General > iPhone Storage and scroll down to see if the Instagram app is there. If it is, tap on it and delete it.
