storage

so my storage is completely full i have cleared safari i have like no apps, deleted most of my photos, and there’s this huge bar that says other that takes up all my storage. i don’t know how to fix it and my phone won’t let me update it or anything

Clearing 'other storage' I keep getting "storage almost full" and 'other storage' is taking up half of my space but I can't clear it, I've tried to clear history and data in safari but it hasn't worked, I've deleted almost all of my photos and can't get my offloaded apps back because of this.
