There is no icon in the ipad (ipad os 14.2) note app to fill the shape with colors although the user guide says there is such an icon! What’s wrong with the markup toolbar? There is no plus sign to begin with. Frustrated trying to use the note app😤😤😤

We understand you're trying to fill shapes with colors within the Notes app. We'll be happy to help.
In order for the plus sign to appear so you can enter Markup, you'll need to have an image inserted into the note you're editing. You can do that by tapping the camera icon in the Notes app tool bar.
Once you have have an image added, tap on the image, then the pen icon to enter Markup. From there, you'll see the plus sign and you can select a shape. Once you add the shape, you can adjust color and if you want to fill it solid.

Hmm..seems like the plus sign only appears like how you mentioned. But if i draw a shape on the note app and try to fill out the shape with colors using the same functions in the markup toolbar, i can’t cause those functions are not available in the markup toolbar. So weird😵. So how do i fill out the shape i drew with color?
The native Notes App doesn’t provide a colour-fill feature. Other more comprehensive drawing Apps are available from the App Store - which may be more suitable for your needs.
